In May 2014, the Family Service Association of Howard County Inc. (FSA) launched “Jackson Street Commons,” offering permanent, supportive housing for chronically homeless veterans.
Employing the “Housing First Model,” a national approach focusing on providing housing to homeless individuals, especially veterans, this initiative prioritizes securing a home before offering services to aid in stabilization. Jackson Street Commons is a pioneering effort and the third of its kind in the State of Indiana.
Jackson Street Commons, a $3.6 million project, received the majority of its funding through a $2.5 million grant from IHCDA (Indiana Housing and Community Development Authority ) as well as $500,000 from Federal Home Loan Bank. To help with the remaining cost, Jackson Street Commons has been a joint effort with partners such as the City of Kokomo, Howard County Commissioners, Center Township Trustee, St. Joseph / St. Vincent Hospital, VFW Post 1152 and several other businesses as well as private donors. Thanks to the generosity of our local partners FSA was able to build JSC debt free. However, there are operating and staffing expenses incurred on a monthly basis and ongoing financial support of Jackson Street Commons is critical to effectively support the needs of these veterans.
